תגובתי לדבריו של שגריר ארה"ב לשעבר דן קרצר, שמתח ביקורת על אריאל שרון בועידת הנשיא


ברצוני להסב את תשומת לבכם לתגובה ששלחתי לעורך הראשי של עיתון ג'רוזלם פוסט, בנוגע למאמר שהתפרסם שם  ב-24 ביוני, ואשר לטעמי הייתה בו ביקורת לא מוצדקת כלפי אריאל שרון, על התנהגותו בתקופה שלאחר ההתנתקות - על היעדר התגובה הצבאית לירי הרקטות מעזה לאחר ההתנתקות.

להלן תגובתי:

לאחר קריאת מאמרו של הרב קנון, תחת הכותרת "Sharon should have hit back hard..." מתאריך 24 ביוני בעיתון ג'רוזלם פוסט, התעורר אצלי הרושם שמר דן קרצר, לשעבר שגריר ארה"ב בישראל וכיום פרופסור בפרינסטון, לא מבין מספיק טוב את הסיבות להתנתקות ב- 2005, ואת האירועים שבאו לאחר מכן, עד למחלתו של ראש הממשלה לשעבר אריאל שרון. 
קרצר
קרצר מתעקש ששרון עשה טעות בכך שלא נקט בתגובה צבאית חריפה בעקבות נסיגת צה"ל מרצועת עזה, בזמן שנורו הרקטות הראשונות על שדרות ואזור הדרום. קרצר לוקה בפשטנות, ולא מעריך כהוגן את היותו של שרון איש צבא מהמבריקים שהיו למדינת ישראל, וכן את היותו פוליטיקאי ומדינאי משופשף, מהגדולים בדורו. מבחינה פוליטית, לשרון יכול היה להיות מאוד משתלם לתקוף בצורה מסיבית ומיידית בעזה, שכן זה היה מפחית מהלחץ והביקורת שנמתחה על ידי הימין לאחר ההתנתקות, על כך שאין תגובה צבאית. לפני מחלתו של שרון, מפלגתו זכתה על פי הסקרים ל- 44 מנדטים. אפשר להניח שאם היה תוקף בעזה, היה מקבל אפילו יותר מ- 60 מנדטים. אך הוא לא עשה זאת, לדעתי מהסיבות הבאות:
- אי אפשר להתייחס להתנתקות כלפעולה שכל מטרתה הייתה לפנות את גוש קטיף ולסגת. לשרון הייתה הבנה טובה מאוד ומידע רב, על כך שהנהגת חמאס והנהגת הגדה המערבית (של פתח) נמצאות בחילוקי דעות עמוקים לגבי התהליך המדיני. חמאס (כמו גם ערפאת, אותו שרון מעולם לא חיבב) מעולם לא הסתיר את היעד של השמדת מדינת ישראל- יעד ששרון, בתור אחד מהאבות המייסדים של המדינה, לא יכל לקבל בשום פנים ואופן. לשרון ואבו-מאזן נוצרו קשרי אמון והערכה הדדיים. בהליכתו אל כיוון ההתנתקות, שרון הבין שלא תהיה אפשרות לעשות שלום עם ממשלה פלסטינית אחת ומאוחדת, כל עוד בעזה שולט חמאס ללא עוררין. לכן באה ההתנתקות, במטרה להפריד בין הגדה המערבית לעזה. הוא צפה את ההתקפות מכיוון עזה, וידע שיש לפעול בנפרד נגדה.
- נותרת השאלה השנייה - מדוע שרון לא הגיב מיידית לירי מעזה? מה שקרצר חושב שהיה טעות, מהווה בעצם טקטיקה מחושבת מראש, אותה אחת שננקטה על ידיו באינתיפאדה השנייה - כאשר אפילו לאחר הפיגוע המחריד בדולפינריום ביוני 2001, בחר שרון שלא לפעול ישירות נגד הרשות הפלסטינית. הוא חיכה שכל העולם יבין כי לא ניתן להשלים עם קיומו של הטרור. מסיבה זו, פעולה צבאית רחבת היקף החלה רק לאחר הפיגוע במלון פארק בנתניה, בפסח 2002- פעולה שהטתה את הכף בחזרה לטובת ישראל והייתה לאבן דרך משמעותית בהבסת הטרור בגדה המערבית. 
קשה להתנבא באשר למה ששרון היה עושה, במידה ולא היה נופל לתרדמת, בעת שחמאס ניצח בבחירות ב- 2006 וכאשר נחטף גלעד שליט, אך ניתן להיות בטוח כי הוא לא היה נופל בפח , כפי שנפלו אולמרט ועמיר פרץ, כאשר יצאו למלחמת לבנון השנייה, ולא להכרעה ברצועת עזה, כפי שהיה צריך להיות. 
מפרינסטון קל מאוד לבקר את מהלכיו של שרון, אך כדאי להזכיר שכאן בארץ, שרון נתפס כמדינאי ואסטרטג שבלעדיו ישראל לא הייתה מגיעה למעמדה הנוכחי כמעצמה אזורית, ולא בכדי.

Reaction of the MK Dr. Marina Solodkin to the article published in Jerusalem Post, criticizing PM Ariel Sharon:

After reading the article of Herb Keinon "Sharon should have hit back hard,,," from 24/6 in Jerusalem Post, I have a feeling that the former American ambassador to Israel, and now Professor of Princeton, Dan Kurtzer, doesn't understand profoundly the reasons that led to unilateral disengagement in 2005 and Israel's policies until Sharon's illness.
According to the article, Kurtzer stated during the Presidential Conference in Jerusalem that Sharon made a mistake by not conducting military operation after the disengagement from Gaza, at a time when the first rockets were sent against Israeli town of Sederot and all over the Southern region. What Kurtzer fails to understand is that Sharon was a great military leader and also the statesman unique in his generation. An immediate attack on Gaza could be very useful to Sharon, from the political point of view, because it would immediately lessen the pressure of his critics from the Israeli political right after the disengagement. Before Sharon's illness, the sociological surveys have given to his party 44 seats. One can assume that after a strike in Gaza, he would have more than 60 seats. But he has not acted, and there was a number of reasons for that:
The disengagement was not aimed only on withdrawal from Gush Katif. One of the reasons of the overall process was to separate Gaza Strip from the West Bank. To separate Hamas, ruling in Gaza, from Fatah, exercising authority in Arab cities and villages of the West Bank, separate those who accept the existence of a Jewish state in the Middle East from those who deny its right to exist. He needed time and growing legitimacy to strike back fully against Gaza and its leaders. He has foreseen attacks from Gaza, and he was slowly preparing for action against Islamic terrorists. It's not a guess that I report here, but impressions from my meetings with Sharon in 2005, when I was Deputy Minister of Immigration and Absorption and MK of Likud, meeting him on a regular basis. 
There is another question which has to be answered - why Sharon have not acted immediately? This "mistake", according to Kurtzer, can be explained as Sharon's wholly overthought tactics. He applied the same kind of tactics during the Second Intifada - even after the terrible terrorist act in the Dolfinarium in 2001, Sharon has not led the army directly into Gaza. He waited with patience for all the world to understand, that Israel cannot co-exist with terror, and this was the reason that wide military operation began only after the terrorist act during the Passover of 2002 in Park Hotel in Netaniya. Only then, Israel overwhelmed terror from Gaza.
It is difficult to say what would Sharon do, after Hamas victory in elections and the capture of Gilad Shalit, had he not fallen ill in January 2006. One can be sure that in contrast to former Prime Minister Ehud Olmert and former Defense Minister Amir Peretz, who were drawn into the Second Lebanese War, he would attack Gaza first and foremost.
It's easy to criticize Sharon from Princeton, but one should remember that here in Israel, Sharon is seen as statesman and strategist of a very high standing. My personal belief is that without him Israel would not transform into a modern regional superpower.

התקדמות במאמצים לשפר את מצבן של משפחות חד הוריות ע"י העלאת סכום ההשתכרות בנוסף לקצבה

שלום רב,

אני רוצה לשתף אתכם בהתקדמות מסוימת בנושא שמאוד קרוב ללבי, והוא העלאת סכום ההשתכרות בנוסף לקצבה, עבור אנשים עד גיל 55.
ברביעי, ה- 22 ביוני, נדונה במליאה הצעת חוק שהגשתי בעניין זה.
קצת רקע במה מדובר -
בשנת 2003, במסגרת תוכנית החירום הכלכלית שנקט בה שר האוצר דאז, ביבי נתניהו, הופחת באופן דרסטי הסכום שאנשים יכולים להשתכר בעת שהם מקבלים קצבה - מבלי לאבד את הבטחת ההכנסה. לאמהות חד הוריות, הסכום ירד לכדי 7% מהשכר הממוצע במשק, כלומר אם הן השתכרו מעל לסכום זה - הן לא היו זכאיות לקבל הבטחת הכנסה, והטבות חשובות כגון סיוע בשכר דירה, שהן מקבלות מביטוח לאומי.
בחוק שהגשתי, ביקשתי להעלות את שיעור ההשתכרות בעשרה אחוזים, כלומר מ- 7% ל- 17% - תוספת של כמעט 900 שקל, בהינתן השכר הממוצע במשק, שעומד על כמעט 9,000 שקל נכון לזמן כתיבת מילים אלו.
אם כן, במסגרת הדיון במליאה, השיב לי שר הרווחה (והתקשורת) משה כחלון שהחוק הגיוני, ושאמנם הממשלה נגד חוק זה, אך היא דנה באפשרות להגדיל את הסכום מ- 7% ל- 11% (כלומר תוספת של כ- 360 שקלים), בתמיכתו של כחלון עצמו. מדובר כאן בתזוזה במדיניות הכלכלית, זוהי תזוזה חשובה אך לא מספיקה.
בתקופה שהמחירים של המצרכים הבסיסיים עבור כולנו עולים בצורה חדה, חוק זה אמור לסייע למשפחות חד הוריות להתמודד קצת יותר טוב עם המצב, על ידי כך שהוא יאפשר לאותן אמהות לעבוד יותר שעות מבלי להסתכן בלאבד את הבטחת ההכנסה (ומבלי הצורך להסתיר את ההכנסות שלהן, כלומר לעבוד ב"שחור").

סיכום השבוע שלי (12/6 - 18/6)

כנס הנשים של עמותת כ"ן (כוח נשים) בעיר מודיעין
אז מה היה השבוע?

בראשון השתתפתי בכנס של עמותת כ"ן (כוח נשים) בעיר מודיעין. העלתי במליאה שתי הצעות חוק - הצעת חוק שעוסקת בתגמולים לאסירי ציון נפלה, והצעת חוק שנייה, של איסור חקירות לילה, עברה לדיון בועדת חוק, חוקה ומשפט כהצעה רגילה לסדר היום.
ברביעי השתתפתי בטקס פרידה משגריר רוסיה בארץ, פיוטר סטגני, במלון הילטון בתל אביב.
בנוסף, ערכתי קבלת קהל בנתניה שהתקיימה ביום חמישי, בה נכחו 40 אנשים. הנושאים העיקריים שהועלו הם יוקר המשפחתונים בנתניה, חוסר רצון ויכולת של הנהלת בתי הספר בעיר להתמודד עם אלימות הנוער, ועלה גם נושא הגמילה מסמים.
היום (שישי, 17/6) נתתי ראיון לתחנת הרדיו של העיתון הכלכלי הכי נפוץ ברוסיה "קומרסנט" בשאלה האם מדינת ישראל מתכוונת לקחת טביעות אצבע מתיירים שרוצים להיכנס לארץ. הסברתי על החוקים הנדונים בכנסת בנוגע לטביעות אצבע ודי.אן.איי של עובדים זרים ומסתננים שנכנסים לארץ, והבהרתי שמדובר באי הבנה של סוכנות הידיעות הרוסית, שכן לקיחת טביעות אצבע מתיירים אינה עומדת על הפרק.
אסכם ואומר שהעובדה שהחוקים שהעלתי לא עברו מאוד מצערת, אך אינני מאבדת תקווה ואמון בצדקת הדרך שלי בתחום החקיקה.

מכתב זה נשלח למזכירת המדינה האמריקאית הגברת הילרי קלינטון בעקבות דבריו של בעלה, הנשיא לשעבר ביל קלינטון, שתיאר את העולים מרוסיה כמכשול לשלום.

Your Excellency!

During my five terms in Israeli Knesset I was privileged to meet and to talk to You several times as a head of the Committee on status of women and as a former Deputy Minister of immigration and absorption. In 2005 after Rabin's memorial ceremony on Mount Herzl, where You were present together with your husband, I wished You to become a Democratic Party's nominee for the Presidential election in 2008. We, Israeli women, believe in women's power and your empowerment as a Secretary of State of the USA is a very positive development of global importance.
During 15 years (beginning from 1996) I represent in Israeli Knesset Jewish repatriates from former Soviet Union. I was amongst founding mothers of the first Russian immigrant party of  Nathan Sharansky. In 2005, together with Ariel Sharon and other colleagues from Likud, Labor and independents we founded Kadima, which is centrist national and liberal party.
The picture, describing Russian immigrants in Israel as a central obstacle to the Middle East peace process, that former president Bill Clinton gave on Tuesday September 21, and reported by Foreign Policy magazine is not correct. Perhaps you know that there were strong reactions from the head of opposition Tzipi Livni, Prime Minister Binyamin Netanyahu, Israel Beiteinu party of Avigdor Lieberman as well as Russian language press in Israel.
Being brought up in Soviet Union, we faced discrimination and suffered from twists and turns of Russian history. That is why my community is not easily hurt by being called "a central obstacle to the Middle East peace". Integration into Israel society and economy could not be called "a rose garden" for this more than million of people who decided to leave the second world superpower in order to live amongst their own people. It seems to me that the former president was mislead and misinformed by local American and Israeli pundits and gurus in Israeli ethnic politology. First of all, the people whom the president called Russian immigrants vote for all Israeli legitimate political parties. In last elections (2009), according to sociological surveys, half of them voted for the Israel Beiteinu party, led by Avigdor Lieberman. The other half, was divided between my party Kadima, led by Tzipi Livni,  and Likud of Binyamin Netanyahu. In comparison to political preferences of American immigrants in Israel, so-called Russian voters are more close to political center because the American immigrants are usually more religious and more right-wing. All the passage on Russian immigrants looks a little bit like a echo of Cold War rhetorics. In Israeli parliament, the picture of community representatives is as follows:
 8 seats out of 15 in Israel Beiteinu
 4 seats out of 28 in Kadima
2 seats out of 27 in Likud
2 seats out of 11 in Shas (the Orthodox Sephardic Party)
In 2005, when Sharon founded Kadima after a process of aching disengagement from Gaza, the sociological surveys gave to his party more than a half of all Russian vote, which constituted 9 seats. After his illness, his successor Ehud Olmert lost general support from 45 to 29 seats and Russian support – from 9 to 4. I do think that this loss was because of his dubious personality and a certain enmity to the Russian speaking community.
I'm proud to belong to this hard working people. By demanding social (better education, social housing, work opportunities) and liberal (civil marriage, Constitution of the State of Israel, friendly conversion) reforms, Russian speakers are a leading part of liberal and modernizing forces in Israel.
That is why I was startled by one-sided analysis, prompted by those who were incapable during these 20 years of Great Immigration wave from former Soviet Union, to bring comprehensive and secure peace, democratization and liberalization of Israeli society.
I have written to You, and not to your husband, because he's former politician, and is allowed to bring antagonizing opinions on certain issues. You, as one of the Leaders of the Free World, have to cope with a complex reality. There will be no peace in our region as it was not these 62 years, if the UN decision of 1947, on two state solution – Jewish and Arabic state in Palestine, will not be recognized by all the sides in the conflict; Present difficulties in the Middle East peace process are not due to the Russian immigrants and their children-soldiers, but the root of the problem is the present political structure of coalition government. Without powerful centrist Kadima party, no government will be capable of peace achievement during one year, as it was proclaimed by President Obama and by You.
